Admin should have access to upload documents to the Document Tab

As there may be other areas to add documents such as in the activities or the packages themselves, they don't all show up for the client in the document section ... which is frustrating ... the ability to see and edit the documents in the document tab is a pretty big necessity for the agency owner, especially when trying to help an agent with a booking.

The key issue here is that there are currently three place to put documents and that is confusing. Right now, our best practice is to put the docs in the activity's documents tab rather than the documents tab to the left. Our admin can see this. It would be ideal if this automatically showed up in the main documents tab so the clients have one tab to see all documents. I do like that when a trip PDF is generated, the documents also print, whether they are on the side tab or the activity tab. Please don't get rid of that.
